Business and individual verification succeeded, but cannot submit

I don’t know for sure, but I wouldn’t assume that having both Individual and Business verified is the problem by itself.

Since your first version was submitted and published successfully, but the update flow now says Business verification is incomplete even though the verification page shows Business as approved, this looks more like a verification-state sync issue in the submission flow.

Have you opened a support case yet? Because I’d recommend you to do that.

If you haven’t and are going to (or you can add that in the existing support case), I’d include that exact point in your Support case: the app is already published, both verification methods show approved, but updating the app now triggers a Business verification error.
