Business and individual verification succeeded, but cannot submit

Since your screenshot shows both Individual and Business verification as approved, but the submission flow still says verification is required, I’d first check that you are submitting from the same organization where verification is approved.

If the org/project/app are definitely correct, this looks like a verification-state sync or backend issue, so I’d contact Support and include the screenshot plus the org/project/app details.
