OpenTTD Problems • Cargo Distribution does not seem to work in my scenario

I recently got back into Open TTD and downloaded a scenario, added some additional NewGRFs and was planning to build a metropolitarian network in the Kanto region for a start. After setting up several stations and train lines I was hoping to see some interesting passenger flow.

But it appears cargo distribution does flat out not work, reasons unknown. I did some google searches for similar cases, but haven't found any yet. All passengers and all mail will go to "any station".

What I tried to fix the issue:

• Restart the scenario
• Add/remove some GRFs from the save
• Disable the setting and reenable later (tried after several months and again after several years had passed, IRL ~10-20 minutes)
• Change some of the metrics for distance and others found in the settings
• Add and remove stations from the network

I have included the save file.

I won't go to make a bug report now, since there is a possibility I am just overlooking something here.
