"textContent": "I recently got back into Open TTD and downloaded a scenario, added some additional NewGRFs and was planning to build a metropolitarian network in the Kanto region for a start.\nAfter setting up several stations and train lines I was hoping to see some interesting passenger flow.\n\nBut it appears cargo distribution does flat out not work, reasons unknown. I did some google searches for similar cases, but haven't found any yet.\nAll passengers and all mail will go to \"any station\".\n\nWhat I tried to fix the issue:\n- Restart the scenario\n- Add/remove some GRFs from the save\n- Disable the setting and reenable later (tried after several months and again after several years had passed, IRL ~10-20 minutes)\n- Change some of the metrics for distance and others found in the settings\n- Add and remove stations from the network\n\nI have included the save file.\n\nI won't go to make a bug report now, since there is a possibility I am just overlooking something here.\n\nThanks for any help!\n\nJapanese National Railway, 1876-08-17.sav\n\nStatistics: Posted by ulon — 09 May 2026 17:08\n\n* * *",
