I'm not sure exactly why it's not generating a cargo flow graph that lets CargoDist work, but one thing to look out for is that your trains keep getting stuck and deadlocking the network. As far as I can tell, the main reason is that your stations are signaled as bidirectional platforms, but the exits are often not interchangeable at all, so the platform choice for each train would matter a lot, to make sure it can get where it should go. And the trains are too long to fit the tracks between each station too, so they end up stopping at signals and have their ends hang out over switching points, blocking multiple routes.

One of the criteria for the cargo flow graph to get generated is at least to have enough traffic to stations, to be sure that the possible routes are reliably recorded.
