This application provides an on-board charger with a three-dimensional liquid cooling loop, a powertrain, and an electric vehicle. An electrical component of the on-board charger is configured to: charge and discharge a power battery of the electric vehicle. A housing of the on-board charger includes a cover plate and an accommodation groove. The cover plate is configured to enclose the accommodation groove in a first direction, and the accommodation groove is configured to accommodate the electrical component of the on-board charger. The three-dimensional liquid cooling loop of the on-board charger includes a first liquid cooling plate, a second liquid cooling plate, a housing liquid inlet flow channel, and a housing liquid outlet flow channel. The first liquid cooling plate and the second liquid cooling plate are stacked in the first direction. The electrical component of the on-board charger is arranged between the first liquid cooling plate and the second liquid cooling plate. In this application, the first liquid cooling plate and the second liquid cooling plate are used for implementing double-sided heat dissipation for the electrical component, to enhance cooling effect on the on-board charger.
