An on-board charger with a three-dimensional liquid cooling loop, a powertrain, and an electric vehicle. A housing of the on-board charger includes a cover plate and an accommodation groove. The cover plate is configured to enclose the accommodation groove in a first direction, and the accommodation groove is configured to accommodate the electrical component of the on-board charger. The three-dimensional liquid cooling loop of the on-board charger includes a first liquid cooling plate, a second liquid cooling plate, a housing liquid inlet flow channel, and a housing liquid outlet flow channel. The first liquid cooling plate and the second liquid cooling plate are stacked in the first direction. The electrical component of the on-board charger is arranged between the first liquid cooling plate and the second liquid cooling plate.
