The present invention aims to provide a base tread composition that provides improved overall performance in terms of fuel economy, tensile strength at break, and elongation at break, and a tire including the composition. Included is a base tread composition containing: an elastomer component; a silica; and a dicyclopentadiene-aromatic compound copolymer resin and/or a hydrogenated dicyclopentadiene resin.
