The device has a housing made of plastic, and heat dissipating elements received in the housing. Electrical conductor paths lie at opposite side surfaces of a positive temperature coefficient (PTC)-element. The heat dissipating elements are arranged in parallel layers and are held at opposite sides of heat producing elements by intermediate positioning of an electrical insulation. A conductor element (10) electrically connects the heat dissipating elements with each other. Claw fasteners (12) are elastically and deformably laid at the heat dissipating elements.
