The issue is simple. When truck leaves first stop, it's considered empty as long as another truck stops there. This lead to situation when two trucks are close to each other, both will want to go there. That why it's best to avoid doing long line of stations. Instead build two lines with few alternative roads so trucks won't pile up in one line.
