IMEI rotation in Cape's Obscura

I’m currently staying in a country that requires IMEI of foreign phones to be registered if the phone is to be used in the country for longer than 120 days. After 120 days, you can still use the phone via WiFi, but won’t be able to use any cell towers. Can IMEI rotation be used to somehow bypass this law?
