How much less privacy I'm getting with somewhat privacy hardened Samsung?

So this means telecom providers in your country does not offer service to people who have phones bought in another country? The SIM cards won’t work at all when it is inserted into a foreign phone? So what about tourists? They can’t buy a local SIM card when visiting your country? Did I misunderstand anything?
