If ICMP is blocked, then a standard nmap should show that something other than 20/21/990 or whatever port you may use for FTP protocol…would you like to see that and prove that the IP is down? The condescension to someone for whom you dont not know is highly disrespectful so if you would like to leave a comment that says ‘we are working on it; please be patient as we work to resolve the issue’ is all that needs to be said versus trying to talk to someone like a subordinate who you dont know their skillset.
