Another Update - Its last one i feel for now.
The voxel size (step) is determined by: largest_dimension / resolution. The Blender scale of your object doesn't matter at all — only the proportions do.
Example: Say your mesh is 10m × 10m × 2m:
At scale 1000 in Blender → dimensions become 10000 × 10000 × 2000. Largest = 10000. Step = 10000/400 = 25. Result: 400 × 400 × 80 voxels. At scale 10000 in Blender → dimensions become 100000 × 100000 × 20000. Largest = 100000. Step = 100000/400 = 250. Result: still 400 × 400 × 80 voxels.
The output is always resolution voxels along the largest axis, regardless of Blender scale. Scaling the object just makes the voxel step larger — you get the same number of voxels covering a bigger area.
So Now... I Cap it at max = 10,000 ... TEN THOUSAND.. If you PC can handle it.
Mine Maxes out at roughly 1500.... 800 is a smooth limit.
