1. Assetswarehouse is under CC-BY-SA, so yes, you can make and distribute your own version as long as you keep the original author in the credits and your changes are also under CC-BY-SA
2. I don't know those mods, check their licenses. If they're under compatible libre licenses you can merge them and redistribute

I'm not sure on #3, I know animation improvements were coming, but I don't know the current status
