A processor-implemented method including: generating initial information comprising any one or any combination of any two or more of map information, departure information, and arrival information; generating a plurality of paths by inputting the initial information to a planner ensemble; and training a path distribution estimation model to output a path distribution corresponding to the plurality of paths.
