The purpose of the invention is to provide a hybrid vehicle control system that can start an engine (1) irrespective of a motor rotational speed or runnig scenes. In the hybrid vehicle control device, upon receive of an engine startup request, the engine is started by engaging a first clutch (2) provided between the engine (1) and a motor (3) using the torque of the motor (3) (surplus torque TmOV). A second clutch (4) provided between the motor (3) and the drive wheel (9) is disengaged by a second clutch control means (Step S4) to reduce the motor rotation speed (Nm) as a result of motor (3) rotational speed control by a motor rotation speed-controlling means (Step S6). The control system may thus increase the maximum motor output enable torque to ensure the start of the engine by the surplus torque irrespective of a motor rotational speed or driving scene.
