Provided is a heat medium heating unit comprising a plurality of flat heat exchange tubes (12), PTC heaters (13) incorporated between flat tube portions (12A), a heat exchanger pressing member (15) that presses from one side the flat tubes (12) and the PTC heaters (13) against the inner surface of a casing (11), and a control board (17) that is disposed above the heat exchanger pressing member (15) and that controls the PTC heaters (13). A terminal (24A) extending upwards from an electrode plate (24) directly connects to a terminal supports (17B) of the control board (17). On an inner surface of the casing (11), since a positioning means (28) that engages with the terminal (24A) to position the terminal (24A) and the plate (24), the thermal contact resistance between the flat heat exchanger tubes and the PTC heaters is reduced.
