The element has an illuminating panel (10) i.e. plastic panel, designed transparent in a depth direction. The illuminating panel includes hemispherical elevations, strip-like elevations (36) and strip-like recesses with a structuring depth of minimum 0.3 mm, preferably 0.6 mm, preferably 1mm, at a front side (26) and/or a rear side (24). A transparent or semi-transparent layer i.e. color layer, and a reflecting layer (56) e.g. chromium layer, sectionally cover the front side and/or the rear side of the plastic body.
