The device has inner and outer fixing rings arranged at wheel inner and outer sides respectively and a running belt (6) resting on a tread surface, when the device is assembled. The belt is formed as a double-layered fabric with radially inner and outer layers (20, 21). Warp threads (23, 24) i.e. multi-filament threads, of the inner and outer layers run in a peripheral direction. The warp threads of the outer layer are sectionally interwoven with weft threads (22) of the inner layer, where weft threads (25) of the outer layer are sectionally interwoven as the weft threads in the inner layer.
