When the theft occurs, all wheels of an automobile or one wheel (2, 3, 4, 5) or more is mechanically locked to prevent the self-running theft or the tow-theft. There are used a theft detection unit (10) which detects the theft based on the detection of the states of the various doors opening, the vibration of the vehicle body, the unlocking by using something except the regular key, the engine starting in the unlocked state, a braking force control means (11) which locks all wheels (2, 3, 4, 5) or one wheel or more based on a signal (117) from the theft detection means, and a braking force generation means which mechanically holds braking force while locking. When the theft occurs, all wheels or one wheel or more are locked.
