Provided are mechanical operation signal input means 11, which is provided on a handle 5 of a two-wheeler 1 and into which a driver can input a mechanical operation signal to control an output of an actuator for driving a wheel of the two-wheeler 1, and signal conversion means 13 to receive the input mechanical operation signal through a mechanical operation signal transmitting member 5 to convert the same into an electric control signal to output the converted electric control signal to a control unit, which controls an output of the actuator. The signal conversion means 13 is provided as a separate element in a position away from the mechanical operation signal input means 11.
