A movable body circumstance monitoring apparatus includes image capturing mechanism (IC) for obtaining an image of surrounding of the movable body; three-dimensional environment constructing mechanism (TD) for constructing a three-dimensional environment of the surrounding of the movable body based on the obtained image; and judging mechanism (JD) for judging whether or not the surrounding of the movable body satisfies a predetermined condition.
