Unable to Create Codex CLI Access Tokens Despite Access Token Creation Being Enabled

A few days ago, OpenAI temporarily disabled access token creation on their side, so it made sense that token creation wasn’t available at the time.

However, access token creation has since been restored. As an admin, I verified that “Allow users to create personal access tokens” is enabled in our workspace under:

ChatGPT → Admin → Permissions & Roles → Access Tokens

Despite that, when I navigate to the Access Tokens page, I still see:

“Access token creation is disabled. Enable ‘Allow users to create personal access tokens’…”

The confusing part is that the setting is already enabled
