Visa Card Accepted on Google AI Cloud but Declined on OpenAI? Need Help

I am trying to add my Visa card to my OpenAI billing account, but it keeps getting declined.

What puzzles me is that this exact same Visa card works perfectly fine on Google AI (Google Cloud / Vertex AI) and other global platforms without any issues. It is an active, international-enabled card with sufficient funds.

Here are the details of the issue:

• Card Type: Visa (International)

• The Problem: Keeps failing/declining when trying to register or pay on OpenAI.

• Comparison: Works completely fine on Google AI services.

What I’ve already tried:

1. Checking with my bank (No blocks or restrictions on international payments from their side).

2. Double-checking the billing address, zip code, and CVV (Everything matches perfectly).

3. Trying a different browser and clearing the cache/cookies.

Has anyone else experienced this specific issue where OpenAI rejects a card that other major AI cloud providers (like Google) accept? Is OpenAI using a stricter fraud prevention filter (like Stripe’s radar) that flags certain international Visa cards?
