The relevant OpenAI Help Center article says usage-limit errors can be related to the monthly budget/usage limits:

So I’d check these first, if you already haven’t:

https://platform.openai.com/settings/organization/billing/overview

https://platform.openai.com/settings/organization/limits

Also make sure the API key belongs to the same project/organization where the funds were added. If the balance/top-up still has not propagated and production is blocked, Support may need to check the billing/quota state directly. You can contact them through Help.
