Individual verification is not complete. Please verify as an individual before submitting

I’m having trouble submitting my app.

Even though my Individual verification status shows “Identity approved” , I still get the error:

“Individual verification is not complete. Please verify as an individual before submitting.”

I have already tried deleting and recreating the app, but the issue persists.

The organization with the “Identity approved” status is the same one I’m using to create and submit the app.
