When you got your reply from the support, was it from the support AI? If that was the case, I recommend that you ask it to escalate it forward specifically to the API organization verification/account eligibility team and hopefully get this solved for you. It can be beneficial to include that you already tried again with a new account, paid another $5 and verification failed again.
