Idea / Pre-RFC: Treat 0x0 as a valid address, not as null

I am extremely sorry if I'm being ignorant. But is there really something new to implement when there is already the NonNull type? It is not mentioned even once in this topic somehow. (UPD there was one mention before me, sorry)
