Idea / Pre-RFC: Treat 0x0 as a valid address, not as null

The title of the topic was misleading – it's about pointers for which 0x0 is treated as a valid value rather than null, not about pointers for which 0x0 is treated as an invalid value rather than null. I've adjusted the title to try to make it clearer.
