The "fix" would be a combination between game feature and GRF feature.

A (very) long time ago I remember playing the demo of a game where the station had a warehouse capacity. When you delivered good to it, it wasn't directly sent to the supplied industries, but was stockpiled in the station.

Then industries were consuming it over time according their actual production level.

And same in the other direction : industries were stockpilling cargo in the nearest demanding stations until the warehouse was full, and were stopping production when there was no more room.

A such feature would be nice to implement in OTTD, but for sure it would requiere a lot of work :

  • to add GRF for warehouse capacity in the stations
  • to correctly manage it (no accepting whjen warehouse is full)
  • to GRF industries to process over time a small amount of cargo from the nearest stations.
  • to GRF to split production to the nearest accepting station until the warehouse are full, then stop production.

A few switches would allow :

  • to setup default values for GRF (cargo capacity per station tile and cargo consumtion for industries) when the GRF doesn't support the feature
  • to allow or not throwing away excedent producted cargo when station is full (to avoid blocking an industry when you don't consume transformed product)
  • block automatic transfer between producing an a consuming industry connected to the same station

I'm pretty sure this would be feasible but with a lot of work, and GRF authors would have to redraw GRF that were not updated for decades (industries stations, etc.)

And right now the stockpill is managed by the GRF when they support it (stockpilled industries GRF or Improved Town Industries by exemple). So these GRF should be rewritten to adapt themselves to the game settings.
