This doesn't just apply to the Engineering Supplies of the industry GRF (likely FIRS or AXIS) which you're using. This is the behaviour of the game, and has been for a long time (forever???) - one station delivers one cargo type to one industry regardless of how many industries accept that cargo type.

The solution, for now, is to change the orders of the trains delivering Engineering Supplies to be "Transfer and leave empty", then have road/tram shuttles pick-up the Engineering Supplies and deliver them to a truck/tram stop at each of the industries.

My thoughts on a 'fix' to the game would be to have the delivering station share the cargo across all accepting industries, possibly with a configuration setting allowing the player to select "original" (ie no sharing), "even" (shared evenly across all accepting industries), or "rating" (where the company's rating with each of the industries affects the balance delivered - better ratings, more of the cargo delivered to the industry).
