I have a question about blast furnace placement in Steeltown mode. I've noticed that all blast furnaces seem to be placed around the inner part of the map, seemingly about 50% of the distance from the center, with nothing in the outer ring. Is that a bug or WAI?

Intended, it's my personal preference. But might be a good candidate for a player parameter (applies to other industries in other economies also).
