I have a question about blast furnace placement in Steeltown mode. I've noticed that all blast furnaces seem to be placed around the inner part of the map, seemingly about 50% of the distance from the center, with nothing in the outer ring. Is that a bug or WAI?

Edit: Seems to be the case with Oxygen Furnaces as well. Can't seem to spot any other instances.
