I think though AI difficulty can be handled in other ways that don't require hacks and assumptions, for instance not grabbing industries and towns serviced by other companies.

There are API's to test whether a town or industry is handled by some company other than yours. easy AI would respect that and won't hoard them.

Also easy AI can avoid placing fake stations only to expand catchment area of existing stations, and so on, many examples how to make AI easy without uncertain handicaps like this.
