Well, I'm not precious about it, just highlighting a difference which could cause confusion.

I decided to use two upper-case letters only for actual ISO country codes, and anything extra is just spelled out in lower-case.

"flag/european_union" might be better. I don't know what other authors are using (if they even are.)
