I used the reference from the NewGRF specs, however it doesn't really have a mention of how flags should be treated outside of ISO 3166 country codes. Is there reference other than your set for that? One could also argue that

Code:

flag/EU

is better than

Code:

flag/europe

since the whole europe is not in the EU

I'll make a patch since I also forgot to include a couple more flags I made for 2ccng.
