Seems like FIRS 5.2 causes RVG to only allow 3 industry categories, and starts you with Alcohol and Coal.

Downgrading back to 5.1.1 fixes this issue for me. Took me 45 minutes of playing around last night after updating my NewGRFs to figure this out. (I'm only using FIRS, BaseCosts 5.0, OpenGFX+ Airports, and ITL Houses 2.3)

So, this seems like a bug introduced in v5.2
