Why am I getting this error? I've expanded the area a lot, but I still can't create the industry. I'm using version 15.1, FIRS 5.2, and the industry is Wharf.
Industries are always placed from the top down, so you have to click in the water. See this post viewtopic.php?p=1216215#p1216215
