Why am I getting this error? I've expanded the area a lot, but I still can't create the industry. I'm using version 15.1, FIRS 5.2, and the industry is Wharf.

You have to have the cursor on the 7th water tile from the coastline if you want to have it 'facing' to the top-left of the screen, as per the screenshot below.
