Why am I getting this error? I've expanded the area a lot, but I still can't create the industry. I'm using version 15.1, FIRS 5.2, and the industry is Wharf.

A couple things which will help getting your issue resolved: A screenshot of where you're trying to place it A copy of the scenario or savegame file, so that greater context is available
