Since this Europe-8K-map doesnt seem to have any industries, is there any way to "migrate" all the industries from the 4K-version to the 8K version, that does NOT include manually set every single one?

Unfortunately not - there is now a way to import town positions from a JSON file (but you'd still have to create that yourself, as there is also no export function) but this feature is only for towns and nothing else.

Industries always either are generated during a running game more or less at random positions or you have to position them yourself manually in the scenario editor, sorry.
