To me, that reads as more threatening than reassuring. It appears to refer to the European political environment, as this project does not have much to do with landscapes. As a German who suffers in multiple respects from the inhumane treatment by the government of the Federal Republic, I likewise distance myself as far as possible from the existing European political environment. I cannot speak for other states. But for me, "European" can be anything at all.
