I do not think Pale Moon is slow in general, any slowness on a given site should be attributed to the site (for instance javascript pre-loading), and/or to the PC.

I'd say a mix of both. Yes the site can be blamed for most things, but at some point you just have to blame the browser itself at times in terms of stuff like CSS and JS implementations
