I do not think Pale Moon is slow in general, any slowness on a given site should be attributed to the site (for instance javascript pre-loading), and/or to the PC. On my HP ProDesk 400 with Linux it is not slow on the great majority of sites, including e.g. my bank (lot of javascript) or to Google maps the few times I use it for street view, and the CPU load rarely goes above 3%. On a friend unknown PC with Windows the same street view is indeed slow, and his bank (which is a retail branch of mine, so rather similar) is sometimes so slow (when changing pages the screen has an inactive grey background with a spinner during the js preload phase ... and for him it never returns ... he has to use Chrome)
