This is by design. When the menu bar is on, the toolbar entries for History and Bookmarks are superfluous because they are in the menu, so they are hidden. I understand this can be confusing for some people at first but it was a design choice and this is unlikely to be changed as many people rely on this effort to not needing to manually remove the controls when they choose to enable the menu bar.

If you prefer the toolbar layout as it is, then you can use an alternative way of interacting with the browser by having the menu bar off by default, and when you want to use the menu bar, tap your Alt key to temporarily display it for interaction; this will still count as "menu off" for the UI, and the toolbar buttons will remain.

(and alternatively, you can use a style override to have the menu and buttons visible at the same time. Cake and eat it, at the cost of being more technical)
