Go to about:config in the URL bar.

There is no need to muck around in about:config when the UI directly exposes the setting. Tools -> Preferences -> Content tab -> Fonts & colors section -> Colors -> 'When a web page asks for my preferred color scheme'.

Let's use this as an advantage over Firefox, which has whittled down what users can configure over the years (disappearing settings first from preferences, then from about:config altogether)
