This is admittedly a bit odd, I would think TLS 1.3 would just work out of the box without it trying to use an older SSL protocol.

Both of the sites you listed seem to default to TLS 1.3, and just work for me. I've never actually tried Pale Moon Commander myself. But from your debugging, I'm getting the impression that somehow your copy of Pale Moon keeps trying to use older SSL versions...

Do you still get the issue on a fresh profile? Not that SSL issues are my specialty, of course... this seems more in MC's area of expertise than mine, but if I had to guess, I'd say it's an issue of the profile being old and some values not having updated correctly on upgrade.

Also, we don't use OpenSSL internally as far as I know, I think we use NSS for everything... but again, not really my area of competence.
