Recently I had some issues with accessing a certain site, then yesterday another site failed to open. Decided to pursue the issue and try to fix it. First I restarted Pale Moon in safe mode and just then I noticed the actual error: SSL_ERROR_PROTOCOL_VERSION_ALERT. Not very helpful. Leaving aside all the following hassle with building the most recent version of OpenSSL3 - which this system never had officially - and debugging attempt with the help of GPT5-mini (Duck.ai), in the end I remembered about the additional and more in-depth settings provided by Palemoon Commander, and went there.

In Security > SSL I noticed both lowest, and highest supported protocol were set to SSL 3.0. Tried a few combinations, and in the end setting both of them to TLS 1.3 finally allowed me to access both sites that I had issues with.

So I thought "problem fixed, all is good". But then another thought creeped in: what if some [old] site still relies on an older protocol? I would forget all about today, and wonder why it wouldn't work.

So again I tried to set the lowest protocol to SSL 3.0 and highest to TLS 1.3. Logically this should work, and allow both older and newer sites to open - nevermind the insecurity of older protocols and whatnot.

However, with such protocol settings the first site again wouldn't open. Same for second site. And that got me thinking: is there some bad configuration in those sites, or is it Pale Moon that doesn't negociate connections properly, as in trying from lowest to highest protocol - or, better and safer, the other way around - until connected? But I wouldn't know how to debug this issue, so I came here to ask the knowledgeable people whether my reasoning is faulty or there's something else going on. I know nothing at all about protocols and how they work.

Two questions seem to be most prevalent: 1. Is the lowest-to-highest problem with the sites' settings, with Pale Moon, or with my reasoning? 2. Could there be issues with sites in the future if I set both lowest and highest options to TLS 1.3?
