Add Picocrypt NG

it’s been quite some time since i made this suggestion and Picocrypt NG development still seems to be going strong. maybe it’s time to reconsider adding it as a recommendation? it now meets even the best-case criteria since it is available on mobile. (“File encryption apps should have first- or third-party support for mobile platforms.”) also, SearXNG is already recommended so clearly theres no problem with actively maintained forks of this type.
